DEGREE REQUIREMENTS: Bachelors degree in Human Resource Management, Personnel Administration, Communications or Public Relations or a related field. Substitute 4 years of directly related Human Resource Support, Communications or Public Relations for degree.
MONTHS/YEARS OF EXPERIENCE: 8 Years in Human Resources, 2 years direct or indirect supervisory experience.
SKILL REQUIREMENTS: Ability to express ideas and concepts in reports and briefings, ensuring understanding and acceptance of findings in reports of special studies or projects and write in a professional business style. Demonstrated experience to translate concepts into effective and stimulating written communications. Ability to identify Knowledge, Skills and Abilities (KSA's) to assist in writing/editing core qualifications. Specialized experience providing personnel staffing, placement, and professional development services for complex organizations. Knowledge of the full range of United States Government Office of Personnel Management (OPM) and NASA classification and position management principles, concepts, practices, and techniques and of the basic relationships of the various HR disciplines. Demonstrated ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex position management problems. Demonstrated ability to maintain effective relationships with management officials, supervisors, employees, co-workers and others, to ensure cooperative resolution of problems and provide effective coordination of activities. Specialized training in business process analysis/improvement methodologies, tools and technique; experience performing human resources management activities for executive and senior management, technical and administrative personnel; knowledge of and experience with personnel policies, practices and procedures; knowledge of and experience in general employment inquiries and classification appeals related to NASA and federal employment regulations desired. Project Management experience a plus. Individual will provide Senior Level HR expertise regarding transactional and operational activities within the agency. Will process a variety of personnel actions for Senior Executive Service (SES).
