The GSA Schedule offers fixed labor rates and is available to all federal agencies and their approved contractors. GSA has already determined the prices to be fair and reasonable and therefore allows the customer to limit competition by placing orders directly with a schedule contractor. When ordering services under the micropurchase threshold the customer may place an order directly with the contractor for the item that best meets their needs. When ordering services over the micropurchase threshold, to ensure a "Best Value" as required by FAR 8.404, the customer may review the GSA Advantage on line or review three schedule price lists for the validation of Best Value and then place the order directly with the chosen contractor.
